Are there any rules about dog collars or unleashed dogs in alleys? Frankly, I find my neighbor's dog to be adorable and I love it when he wanders into my garden. But such a cute dog could easily be dog-napped or run over. The owners have a large backyard and I'm confused about why he's allowed to roam without a collar.
